When is the use of the DUME necessary?
Since April 1, 2018, the submission of all application files for a tender notice must include the electronic version of the DUME. Entrepreneurs must use it for contracts valued at a minimum of 25,000 euros. However, it should be noted that they have the option not to use it, even though the document offers them several conveniences. Public procurement buyers, for their part, must accept it for any type of public procurement procedure.
What are the advantages associated with the use of the DUME?
Although its use is not mandatory, the DUME allows all actors in the public procurement transaction chain to benefit from several very interesting advantages. The first relates to the speed with which companies can submit their application files. It is therefore important to fill out the document correctly to maximize their chances. Indeed, thanks to the DUME, the entrepreneur can provide evidence justifying their ability to meet the requirements of the market for which they are applying. The application process is thus simplified.

In addition, the document can be used multiple times. It is enough to update the various pieces of information recorded in it. This consequently allows the company to have more time to properly prepare its file, increasing its chances of winning the contract if its profile is suitable. The buyer, for their part, can use the DUME before making a choice between one contractor and another.
The DUME must also be made available on the buyers’ website, allowing them to benefit from the “tell us once” system. They can thus retrieve information provided during previous consultations at any time.
